- 3 September 2024: ‘at least 12 migrants have died in a shipwreck in the English Channel’.
- 10 September 2024: ‘39 migrants died in a shipwreck off the coast of Senegal’.
- 28 September 2024: 9 migrants died, 48 are missing and 27 were rescued only 7.5 km from the island of Hierro. Rescue vessels must tell migrants to keep still until they have received life jackets to prevent them from drowning if their boat capsizes. This disaster ocurred at night with a storm at sea.
The ‘Migration Issues’ Committee of the Conference of INGOs of the Council of Europe, in which the European Network Church on the Move (https://en-re.eu) participates, has just published a press release recalling
The recent Spanish television news programme showing hundreds of children swimming from the Moroccan border town of Castillejos to the Tarajal beach of Ceuta in Spain shows the lack of opportunities for youth in Morocco.
Climate change, war, famine, child labour, social injustice and many other factors are obliging children, namely minors under the age of 18, to emigrate to Europe to obtain a livelihood, receive education and professional job training for employment and thus contribute to financing their families in Africa where the lack of peace, water, health services and well paid employment are absent. These young immigrants also benefit Europe by contributing to raising the falling birth rate in European States and reducing its health bill per capita.
The Council of Europe, whose aim is to ensure that its extensive human rights programmes are maintained and improved in its 46 member States, achieves this by negotiating conventions or treaties with its members. These recommendations phrased in legal terms can be used by NGOs in the rest of the world to press their governments to legalise measures to prevent the use of child labour in artisanal mines in the RP Congo where children are employed to dig for coltan in mines without structural supports and without masks with great danger to their health from highly contaminating chemicals.
Similarly, African States must legislate effectively to prevent the mutilation of albino children for amulets against supposed magical adversities and ensure they receive continuous effective medical treatment against skin cancer and blindness and eye diseases on account of their pale skins.
It is very important that not only NGOs and State organizations but also children themselves can learn about their rights in a format they can understand. This can be shown in Guide for Children and Young People to the CoE strategy…which is also available in French, Italian, German and Spanish

Frieden, die Frucht der Gerechtigkeit!

Wir, die Unterzeichnenden, die wir verschiedenen religiösen Traditionen und kulturellen Überzeugungen angehören, erkennen an, dass Religionen in der Geschichte als Faktoren des nationalen Zusammenhalts und der Mobilisierung gegen andere Völker zur Verteidigung der eigenen Interessen fungiert haben.
Auch in der biblischen Tradition finden wir Texte, die einen nationalistischen Messianismus verkünden. Kürzlich erklärte der israelische Premierminister Netanjahu zur Rechtfertigung der Entscheidungen seiner Regierung: "Ihr müsst euch daran erinnern, was Amalek euch angetan hat. Du sollst das Andenken an Amalek unter dem Himmel auslöschen. Du sollst nicht vergessen, sagt unsere Heilige Bibel". (Dtn 25,19).
Aber sie haben auch prophetisch-universalistische Bewegungen hervorgebracht, wie die des Jesaja, des Fürsten der biblischen Propheten: "Die Frucht der Gerechtigkeit wird Friede sein, die Funktion der Gerechtigkeit Ruhe und Zuversicht für immer" (Jes 32,17). Und in seiner Botschaft richtet sich das Handeln Gottes an alle Völker, denn vor Israel hat er die Menschheit geschaffen. Alle Völker stehen unter Gottes Fürsorge, alle sind Empfänger seiner Einladung zur Freude des Heils (Jes 45).
Diese Worte laden uns dazu ein, die Praxis der Gerechtigkeit in den israelisch-palästinensischen Beziehungen der letzten Jahrzehnte zu analysieren. Und in diesem Sinne stimmen wir mit UN-Generalsekretär Guterres überein:
"Die Angriffe der Hamas finden nicht in einem Vakuum statt. Das palästinensische Volk steht seit 56 Jahren unter erdrückender Besatzung". Dies soll keine Rechtfertigung für den Terrorismus der Hamas sein. Terrorismus ist immer zu verurteilen, und der Terror der Hamas gegen Zivilisten im vergangenen Oktober hat die gerechte Verteidigung der palästinensischen Sache getrübt. Aber der Konflikt wurde nicht von der Hamas geschaffen, sondern der Konflikt hat die Hamas geschaffen.
Der Konflikt wurde vor Jahrzehnten durch Israels zionistisches Projekt ausgelöst, das das Westjordanland und den Gazastreifen umfasst und die Vertreibung des palästinensischen Volkes beschleunigt und seine "Nakba", seine "Katastrophe", verlängert. Das Abkommen von Oslo im Jahr 1993 hätte eine Chance für eine Einigung zwischen den beiden Völkern sein können, aber Yitzhak Rabin, Israels Premierminister, wurde kurz nach seiner Unterzeichnung ermordet. Seitdem hat die Macht der nationalistischen und rechtsextremen Kräfte in der israelischen Gesellschaft und in den Regierungen zugenommen.
Europa und die USA sind voll und ganz auf Israel als Partner und Stützpunkt im Nahen Osten ausgerichtet, einem Gebiet, das für den Welthandel von herausragender Bedeutung ist. Allein über den Suezkanal werden 12 Prozent des Welthandels abgewickelt. Diese Seeroute verbindet asiatische Fabriken mit europäischen Verbrauchermärkten. Alles deutet darauf hin, dass wir im 21. Jahrhundert vor einer weiteren Phase des Kampfes um die Vorherrschaft auf dem Planeten stehen.
Bei der Verteidigung seiner Interessen in diesem Gebiet sind Israel also keine Grenzen gesetzt, die ihm von westlichen Regierungen auferlegt werden. Sie geben ihm einen Blankoscheck für alle Maßnahmen, die es gegen das palästinensische Volk ergreifen will, sei es in Form von sozio-militärischer Kontrolle, Aneignung von Gas, Wasser, Fischerei oder anderen Ressourcen.
Die vollständige Vertreibung der Palästinenser würde den zionistischen Interessen Israels und der westlichen Länder, die es unterstützen, dienen. Das israelische Geheimdienstministerium hat Ende Oktober einen Optionsplan für die Politik gegenüber der Zivilbevölkerung im Gazastreifen ausgearbeitet. Darin wird befürwortet, dass "die Palästinenser aus dem Gazastreifen in die ägyptische Wüste Sinai evakuiert werden sollten. Dies wird positive strategische Ergebnisse für Israel haben und wird als 'machbar' angesehen, vorausgesetzt, dass 'die politische Hierarchie' angesichts des internationalen Drucks Entschlossenheit zeigt und es schafft, sich die Unterstützung der USA und anderer pro-israelischer Regierungen zu sichern." (Le Monde Diplomatique, Dezember 2023).
"Ich habe eine vollständige Belagerung des Gazastreifens angeordnet. Es wird keinen Strom, keine Lebensmittel und keinen Treibstoff geben; alles ist geschlossen", sagte der israelische Verteidigungsminister Yoav Gallant. "Kein Ort ist sicher, nicht einmal Krankenhäuser oder Schulen", schrieb das UN-Büro für die Koordinierung humanitärer Angelegenheiten am 11. November. Israel wird nichts zu befürchten haben. Es ist eine der größten Militärmächte der Welt, die von den USA und der EU unterstützt wird und ungestraft handeln kann.
"Schätzungsweise 1,9 Millionen Menschen, 85 % der Bevölkerung des Gazastreifens, wurden vertrieben, 50 % der Häuser wurden zerstört oder beschädigt", berichtet die BBC. Die UN, Organisationen und Aktivisten verweisen auf ein ungestraftes Israel nach zwei Monaten der Vernichtung. Die Zahl der getöteten Palästinenser übersteigt inzwischen 20.000, während die Vereinten Nationen die Schwierigkeiten bei der Rettung der mehr als 46.000 Verwundeten beklagen. Guterres fordert den Sicherheitsrat auf, einen Waffenstillstand zu fordern. Unter den Opfern waren rund 300 Angehörige der Gesundheitsberufe und mehr als 70 Journalisten.
Wer wird die Gräueltaten in Gaza aufdecken, wenn alle Journalisten getötet werden? Währenddessen demonstriert das Volk, doch die UN tut nichts anderes, als ihre Ohnmacht zu verdeutlichen.
Welche Vorschläge können wir, Menschen mit unterschiedlichen kulturellen Überzeugungen, von Europa aus machen? In dieser Phase der Menschheitsgeschichte lehnen wir es ab, dass religiöse Traditionen dazu benutzt werden, den Konkurrenten auf jeder Ebene, einschließlich des wirtschaftlichen und/oder politischen Gegners, zu bekämpfen und auszuschalten.
Erinnern wir uns an die Gründungscharta der Vereinten Nationen nach dem Zweiten Weltkrieg: "Wir, die Völker der Vereinten Nationen, entschlossen, die kommenden Generationen vor der Geißel des Krieges zu bewahren, erneuern unseren Glauben an die grundlegenden Menschenrechte, an die Würde der menschlichen Person, an die Gleichberechtigung von Männern und Frauen und von großen und kleinen Nationen".
Daher sind wir der Ansicht, dass die systematische Verletzung der Rechte des palästinensischen Volkes in allen von Israel besetzten Gebieten - Ostjerusalem, Gazastreifen und Westjordanland - beendet werden muss. Auch die illegalen Siedlungen, die Israel weiterhin baut, müssen im Einklang mit den unterzeichneten Abkommen eingestellt werden. Es muss eine Rückkehr zu den palästinensischen Gebieten vor dem Sechstagekrieg von 1967 geben, und die Apartheidmauer muss abgerissen werden.
Wir verurteilen die terroristische Gewalt der Hamas. Und wir verurteilen, dass die israelischen Operationen der letzten Wochen einen wahren Völkermord darstellen. Die Staatsanwaltschaft des Internationalen Strafgerichtshofs muss begangene Kriegsverbrechen untersuchen und die Verantwortlichen zur Rechenschaft ziehen.
Wir treten für einen dauerhaften Waffenstillstand ein, wie ihn 153 Länder in der UN-Generalversammlung beschlossen haben, und für eine gerechte Lösung des Konflikts. Dies setzt die Anerkennung des Staates Palästina voraus. Dies würde einen Stopp aller Waffengeschäfte, Dienstleistungen und Ressourcen erfordern, die den Krieg und die illegale Besetzung aufrechterhalten.
Längerfristig: Wir brauchen wirksame globale Organisationen, die mit der Autorität ausgestattet sind, das globale Gemeinwohl und die sichere Verteidigung der grundlegenden Menschenrechte zu gewährleisten.
Das mag utopisch erscheinen. Aber wenn die Großmächte die UNO handlungsunfähig machen, können wir nur an das Gewissen der Weltbürger appellieren, an die öffentliche Meinung als "vierte Gewalt". Es wird keine Lösung für diesen Konflikt geben, solange es keine Hoffnung für das palästinensische Volk gibt. "Es gibt keinen Weg zum Frieden, Frieden ist der Weg", sagte Mahatma Gandhi.
Ein Friede, der nicht der Friede der Friedhöfe ist, der durch die Ausrottung des Gegners erreicht wird. Der Gott der "Religionen des Buches", des Judentums, des Islams und des Christentums, fragt uns nach den Entscheidungen, die wir treffen, um unsere Interessen zu verteidigen: "Was hast du deinem Bruder angetan?" (Gen 4,9) und erinnert uns daran: "Die Frucht der Gerechtigkeit wird Frieden sein" (Jes 32,17). Das gilt auch für unsere verschiedenen universalistischen kulturellen Überzeugungen.

Dieses Manifest wurde am 29. Dezember 2023 veröffentlicht. Bis jetzt hat es keine internationale Verbreitung gefunden. Ich lade daher die Leser der englischen, französischen und deutschen Fassung ein, ihre Unterstützung zu bekunden, denn jede Äußerung von Kritik an der Politik Israels gegenüber dem palästinensischen Volk und anderen Völkern, die sich nicht zum Judentum bekennen, wird für die Mitglieder der israelischen Regierung eine zusätzliche Gewissensbelastung darstellen, so gering sie auch sein mag.
We, the undersigned, belonging to different religious cultures, recognise that religions have historically functioned as factors of national cohesion and mobilisation against other peoples in defence of their own interests.
Also in the biblical tradition we find texts proclaiming nationalist messianism. Recently, Prime Minister Netanyahu declared, to justify his government's decisions: "You must remember what Amalek has done to you. You shall erase the memory of Amalek from under heaven. You shall not forget" (Deut. 25/17), says our Holy Bible."
But they have also produced prophetic-universalist movements like that of Isaiah, the "prince of the biblical prophets": "The fruit of justice shall be peace, the function of justice, tranquility and confidence forever"(Is.32/17). And, in his message, God's action is addressed to all peoples, for before Israel he created humanity. All peoples are under God's care, all are recipients of his invitation to the joy of salvation (Is 45).
These words invite us to analyse how justice has been practised between Israel and Palestine in recent decades. And in this sense, we agree with UN Secretary General Guterres:

Las-os abajo firmantes, pertenecientes a diversas tradiciones religiosas y convicciones culturales, reconocemos que las religiones han funcionado históricamente como factores de cohesión nacional y movilización contra otros pueblos en defensa de sus propios intereses.
También en la tradición bíblica encontramos textos que proclaman un mesianismo nacionalista. Recientemente, el primer ministro israelí Netanyahu declaraba, para justificar las decisiones de su gobierno: "Debéis recordar lo que Amalek os ha hecho. Borrarás la memoria de Amalek de debajo del cielo. No olvidarás, dice nuestra Santa Biblia.” (Dt 25,19).
Pero también han producido movimientos profético-universalistas como el de Isaías, príncipe de los profetas bíblicos: “El fruto de la justicia será la paz, la función de la justicia, tranquilidad y confianza para siempre” (Is 32,17). Y, en su mensaje, la acción de Dios va dirigida a todos los pueblos, pues, antes que a Israel, creó la humanidad. Todos los pueblos están bajo el cuidado de Dios, todos son destinatarios de su invitación a la alegría de la salvación (Is 45)
Estas palabras nos invitan a analizar cuál ha sido la práctica de la justicia en las relaciones entre Israel y Palestina en las últimas décadas. Y, en este sentido, coincidimos con Guterres, Secretario General de la ONU:

We, women and men, participants in the VIIIth Meeting of Redes Cristianas that coordinates more than 100 groups and associations, have gathered in Madrid on May 17, 18 and 19 to discuss "INEQUALITIES: CHALLENGES AND PROPOSALS" and to analyse the different manifestations of inequality that our society and our church suffer and which prevent community community involvement.
Social economic inequalities: In 2023 1% of the Spanish population accumulated 23% of the national wealth. The main cause of the differences in income in Spain are to be found in the labour market conditions, where there are high rates of unemployment and precarity. The last crisis ended with the practical consolidation of neoliberal capitalism. Social exclusion and inequality, structural characteristics of capitalism, are being neutralised amongst public opinion.
Those suffered by the growing migrant population. Migrant workers suffer an acute inequality. Their human and labour rights are violated and the people and organizations that grant them assistance are criminalised. The European Pact on Migration and Asylum are an example of the anti-rights approach of the EU. The procedures of the Foreigners Law, particularly with respect to the Centres of Internment of Foreigners (CIEs) become instruments of creating unnecessary suffering. Our society has created the norm that not all human lives are worth the same.
Inequalities causing climate change: the current system is based on an economic model that promotes the capture of profits by the elites and and accelerates the destruction of the environment, with the greatest impact on those who pollute the least. The climate crisis has increased inequalities between countries and individuals, rich and poor, as economic power prevails over political power
which limits the actions of governments.
Inequalities of personal identity and gender: We recognize the legislative advances that have taken place in our country, as well as their limits. The institutionalization of feminism is advancing between lights and shadows. Elements of patriarchal society still persist, such as the the non-recognition of equality of social and labour rights of women with violence as the most clear symptom. The media are decisive factors in these advances and limitations. There are even greater inequalities in other societies.
These inequalities are also present in our ecclesiastical reality: in the structures of governance onthe level of the universal church and in our local communities. And, in consequence in the male clerical way of excercising authority at all levels: participation-communion-mission. In spite of the orientations of the Second Vatican Council, inequalities of class (clergy, laity, consecrated life) and gender still persist within the church.
We stand in solidarity with those who suffer the consequences of these inequalities and call for concrete actions to build a more inclusive and egalitarian future. These are the proposals that reinforce the hope that "a better world is possible"
In the face of socio-economic inequalities: we cannot continue to move forward as if the spread of poverty had no cause. It is a responsibility that involves everyone, to create the right conditions to allow each person to live in dignity, guaranteeing decent working conditions and wages and fulfilling the constitutional mandate of a fair and progressive taxation that makes possible the implementation of basic social rights for all citizens.
In the face of those caused by migration: we recall once again some fundamental principles: that migration is a human right, that the right to asylum is still valid for all, that there is a right to life also for those who cross the seas in open boats. We need a courageous justice that channels and prosecutes those responsible for these rights not being respected. We support people and groups that analyze what is happening and build communities that and defend the rights of migrants to achieve the protection to which they aspire.
In the face of the inequalities caused by climate change: We must take care of the planet,
our common home. Take care of it as a community; no one is saved alone. Educate in the
guidelines of responsible consumption. - Collaborate with environmental movements.Vote
programs that propose political measures for a just transition. Consider access to clean energy as a basic social right for all. Join Citizen assemblies, as a tool to raise awareness, participate, pressurise
the authorities.
With respect to personal identity and gender: Travel the paths for encounters and equality. Above all, make known the situations of inequality, do not hide them and recognize that we are co-responsible for their causes. Become aware that ecofeminism is already becoming in many countries a movement that transforms the model of societyThere is no economy, no
technology, no politics and no society without nature and the care it needs. The education of young people in schools and the media, supposes a key factor for an emancipation process.
Facing those present in our church reality: Vatican Council II presents the church as a people. Baptismal dignity constitutes us as its living and active members.Our sense of belonging is not realized by mere adherence to what comes from above but by the participation of those who feel
co-responsible for their task in our societies. The recovery of spirituality and the synodal method, proposed by Francis, must overcome the traditional clericalization of the church, giving rise to grassroots communities whose members "walk together" with critical insight and courage, respecting their different charisms and responsibilities.
Francis in "Fratelli Tutti" invites us to "become a "we" that inhabits the common home. We need a community that supports us, that helps us to look ahead. "On our part, we commit ourselves to continue contributing our efforts to "be leaven in the dough", adding sensitivities for justice and peace. We recognize diversity as a value and will seek to work together in building a world where all persons can live in dignity and plenitude.
The European Network Church on the Move / Réseau Européen Eglises et Libertés EN-RE held its annual conference for 2024 in the Centre St Thomas in Strasbourg from 10-12 May.
